formatting retains identical inherited failures. Complete non-name comparison,
simultaneous namespaces, exact merged edits, inherited caps and combined sizing
are verified. The scoped planner comparison/drop test passes on 128 KiB;
separate full-pipeline parsing/setup overflows remain explicitly unresolved.
Output emission/readmission is not implemented. The next accounting direction
and rejected envelope approach are documented in [DECISIONS.md](DECISIONS.md);
