Navigation repair packaging retry: independent static closure

READY for the root-owned fresh retry. No material finding. Reviewed the exact code diff against the previously reviewed C00C prepare adapter, final README and manifest; package2.ps1 and readback.py remain byte-identical to their previously reviewed versions.
Only operational changes are command-local git -c core.longpaths=true on the complete checkout-index --all command, and a Git wrapper preserving failed command/cwd/exit plus exclusive raw stdout/stderr and hashes. cat-file now passes through that same wrapper. No global or repository configuration is written. Fresh source, fresh roundtrip, all 500/shared byte checks, provenance, exclusive outputs and root-state guards remain unchanged. The retry uses a new shorter directory and does not reuse partial output.
Independent read-only measurement reproduced all failure-audit facts: 2,174 tracked paths, exactly seven missing from the old roundtrip, missing absolute lengths 260–266 and maximum present length 259. The old failure-result SHA and reconstruction 613c480a match the audit. The correlation strongly supports MAX_PATH but does not recover the missing original stderr. This distinction is accurately stated. The failed attempt remains preserved.
Final README correctly identifies the generator in the earlier navigation-repair-prerelease directory and says the retry contains no generator. All six final manifest entries match sizes/hashes. New retry outputs were absent during this review. No adapter import/execution, clone, metadata, packaging, application, compiler or Git mutation was performed; only this new private review note was written.

This is static closure, not successful preparation or package/runtime acceptance. Actual execution and subsequent independent archive/server/native checks remain separate.
