The original Cargo command recorded exit 0 and eleven tests passing, but inputsUnchanged is false. Its source archive differs from its earlier input map only in crates/oa-desktop/src/model_menu.rs (44572 versus 44757 bytes). This is an invalid capture for normal gate evidence and is never counted as one. A later unchanged capture must supply the accepted core gate.

The fixed identity file pins the exact original seven raw files and gate helper, and the exact two byte hashes for the sole map/archive mismatch. The incident verifier requires that known mismatch and rejects any other mismatch. It does not repair or rewrite raw receipts, source bytes, or the false unchanged-input flag.

Use python -B prepare.py --root CHECKOUT --check-only to verify originals. After review, omit --check-only and supply --output NEW_DIRECTORY. This copies seven raw files, helper, identity and tools without wrapping a new ZIP. The raw inputs.zip remains byte-identical. Verify with python -B verify.py PACKAGE. Pin consistency records an incident; it does not prove the cause or execution.
