Independent final compact Help release-evidence review

Bounded acceptance: no material blocker found in the reviewed #39 release claims or evidence packet. This accepts scoped Windows development-preview evidence, not complete OA/SA acceptance, a final full-suite pass, publication confirmation, or the separate #46 correction.

Reviewed harness/release-compact-help-validation-20261001.md, top checkpoint in harness/STATE.md, .local/package39/release-notes.md, copied package packet and linked contribution records. Read-only source/file/JSON checks; no compiler, GUI, server launch, Gitea operation or tracked-file edit. This review file is the only new artifact.

Independent checks:

• All 133 entries of package/evidence-files.json match exact sizes and SHA256. The packet has 134 files; only the inventory itself is unlisted. Corresponding copied files match local originals. Reviewed relative Markdown links resolve.
• Actual ZIP is 34,184,534 bytes, SHA256 18af75c7aea60bb0d5db5b1925d0d0815ecd08afc5bb258438851cfda809a6f2. All 565 current extracted-file hashes equal the extraction record.
• Desktop 6e7c4dda, reused server 715036e1, and package-documentation ea23e229 roles are explicit. Git comparison confirms unchanged core/server/Cargo/vendor inputs; the desktop-to-documentation delta contains evidence only. Runtime pairing explicitly uses the new selected DLL and fresh recorded server checks.
• Final focused log: 125 passed, zero failures/ignores, 1,421 filtered out. Earlier 5657 full-suite log: 1,538 passed, one failed synthetic typing precondition, seven ignores. Documents retain this distinction and corrected-test evidence.
• Native reports and receipts support scoped Help/caret/minimum-window/edit/save/history/reopen, two normal exits with empty logs, and retained source oracles. Same-folder/new-entry refusal remains visible and correctly classified as destination protection with misleading wording tracked in #46. Recovery here means normal Save All/fresh-destination continuation; no interrupted-transaction recovery claim is inferred.
• Reused prior independent JSON/byte reconciliation: both complete source receipts equal requests and actual disk bundles; complete saved Project differs only in Activity 61f7bbfb-74a4-5540-9182-2583dfb27a49 name. All 37 destination files match pristine bytes after one name-literal change and entry relocation. The 30 application-written source files and seven separately copied companions are distinguished.
• Corrected server result retains 23 checks, 11 exchanges, exact executable/runtime pins and forced TerminateProcess exits. Restart acceptance is limited to acknowledged-write persistence, excluding graceful shutdown and power-loss safety. Original Unicode-fixture error remains preserved; corrected-run evidence is separate.
• User-deferred Linux/WSL, one-machine/account scope, broad accessibility/DPI gaps, incomplete OA/SA and excluded peer increments remain explicit. Extra model warning after rename is acknowledged.

No reviewed document asserts that the new tag/release/assets have already been published. Release notes are prospective release copy; publication and asset readback still require separate confirmation. Existing published releases remain frozen.
