amosblomqvist b3ebbad040 docs: track the pi-native migration plan (recon + Waves A/B records) 
Owner-approved home: docs/ instead of the repo root. Wave C (stateful
agents, seam 5) stays optional and deferred; Wave D (SSE dialect +
client rewrite) is next.
